Upgrade RAM is not working

    I have a Dell Latitude E5530 with i5 Core 2.75Hz, 500 GB of Memory, 4 GB of RAM with Windows 8.1 PRO. I have an issue with RAM upgrade as I checked on Dell specifications form that tell me the E5530 can upgrade to the max of 16 GB RAM with max of 1600Hz frequency.

    Furthermore, I asked the Crucial website to confirm if is correct has they told me yes is correct, and I have purchased the Non-EEC, code CT102464BF160B DDR3L 8 GB pairs total of 16 GB.

    Before I open the base cover, I removed the battery and hold the power button for 20 seconds to drain the power.
    Installed two chips it was a easy job and switch the laptop on it has appeared to be a black screen, the battery and power icons flashing.

    I have removed one 8 GB RAM chip, trying again it works, then trying my old 4 GB RAM with new 8 GB RAM total of 12 GB RAM it works fine, what is really wrong with it?

    Been asked Crucial for advice, no response!

    UEFI on my Windows 8.1 to modifiers, the Frequency level is missing on my screen. I am not certainly what to do next?

    Did you consider the configuration guidelines of the system manufacturer?

    Yes I asked if it was correct one and yes this is. My number is CT102464BF160B M16FP DDR3L 1600 SODIMM CL11 1.35V NON EEC.

    Crucial support line keeps say this is correct, I do not know if this is correct or my laptop need to setup something?

    you should set the drive correctly then check the RAM again .. your system running stable with this? check it! You can use the Windows Memory Diagnostic Tool by Microsoft to test if the memory

    My system is running stable, It says 'The Windows Memory Diagnostic tested the computer's memory and detected no errors'

    I went to CMD type
    wmic MemPhysical get maxCapacity, MemoryDevices

    it say
    16777216 so it is 16gb max

    Do you think the RAM one chip is faulty?
