Welcome to the laptop forums site

It may be that the hard drive has failed, or the mbr (MASTER BOOT RECORD) has been corrupted

Here's some dell tips for Restoring the computer's software to original condition.

Restore the computer's software to original condition.

Press the "F2" key repeatedly until the computer says "Entering Setup." You will now be taken into the BIOS setup program.

Some older Dell machines use different keys. If "F2" will not get you into the BIOS, try "CTRL+ALT+Enter" and "Delete."
