Deleted because I was finally able to fix it and it's working beautifully now.
long press F8 and choose safe mode.... sometimes going into safe mode and doing a disk check will solve it. If not, return it. Have it replaced. It's not entirely ACER's fault. These things happen. I've had $2000 Toshiba's and Lenovo's that have boot problems when 1st powered up. It happens, no big deal actually.
