Is there a general rule of thumb as to the ratio of data usage for a laptop accessing the 'net through a phone vs doing so just through the phone. I know web pages use a lot more data when viewed on a computer than if the page is designed for a phone, and computer screens are bigger than phone screens which again use more data (if I'm understanding this correctly), but just how much more data can I expect to consume on my laptop vs my phone?

The short easy answer is LOTS! the complicated answer is you will use alot more! ha ha... Mobile sites etc are all optimized to be gentle on your data. Desktop useage is not. I burn through probably 5gb of data every day on my computer alone...meanwhile, My family only uses 7gb for all month on our phones.!
