Internet Explorer issue

    My wife has an Acer One Aspire purchased at Radio Shack. Internet Explorer claims to be connecting but never achieves the connection. Safari on the same system at the same time rapidly connects and downloads from the same site (network connectivity confirmation). I have upgraded from the earlier IE to IE8 a number of times from microsoft and get the same results (browser executable check). It worked earlier, yet a restore to times it DID function properly have no apparent effect. What do I do now?
