Dell latitude pp01l power up problem

Please excuse my fumbling, I have a latitude pp01l old box, they did not provide me with a power adapter so I went and bought one yesterday, it’s a pa6, I was told by the guy at the shop that this is the correct one. It fits and the power light comes on the adapter. The system when attached to the adapter has the charging light on green for a while, then it goes to flashing green one and flashing amber four times continually even after an hour. When I power on the system the fans don’t turn and nothing appears on the screen, even with all devices etc removed. I have reduced the memory and swapped it around singularly still same outcome. Do I have a blitzed motherboard or should I try other aspects. Any help would be appreciated.
