I have encountered this error so many times I started ripping my hair out. I looked around harder and I found a possible solution. Someone said in some forum that when they uninstalled Avast antivirus, the problem disappeared completely. Since I have Avast, I thought why not try that.

And it worked! I've been trying for 10 minutes to get into my desktop but kept getting greeted with this error and signing out all the time and restarting more than 4 times. Eventually I uninstalled avast and not only did the error disappear, but I noticed faster booting times and more responsiveness as well.

So if you are getting this error, try a different antivirus and see if you get the error again. I'm going to use the Panda free antivirus for the time being.
