Can the acer aspire one use the AMP 64GB SaberTooth S4 SATA Mini PCIe SSD? if not, why not?

There are lots of models of AAO. You need to specify what model you have.

nope. because those aren't really mini pcie slots. you can only use those on pcs that run the ssd from that slot. in fact, the dell models arent even interchangeable with other versions.

you must get a 1.8" or a 2.5" based model, depending on which model of aspire one you have.

It sounds like you are running out of space on your SSD. Linux users have a trick which assists here. Move your data, especially images, AVI,s mpegs to an external SD card and place a symbolic link to that card in the empty data directory. You can even use this method for whole application directories so that you have a set of plug in applications. As the links are symbolic links the operating system will not complain at boot time, only if you don't plug in the card before selecting an app from a menu.
