Solve noisy FAN by underclocking

Hi all,

I am still searching for a solution to my noisy fan. Now I came across this site:

But actually I dont really know How to do that.
Is there anybody who could explain how to underclock to Atom under Linpus?
If this causes the fan to slow down, which I expect, It would be great, maybe It also increases battery life.
