As your laptop ages, it slows down because it has to work harder to retrieve data and files saved over time. If you notice this, wouldn't it be nice to go to your Windows Recycle Bin and empty folders? You should also remove duplicate files from your device using the Duplicate Finder app. This can effectively locate and remove duplicate photos and music.

A hard drive defragmentation is always recommended after a while since our laptops' storage increases so much throughout the span of their lives, it's actually good to clean up your drives when installing an OS as well. I doubt emptying your recycle bin would do much, you have to go even deeper and clean up your whole PC.

If you are sure of the files you have deleted, it is a good practice to clear your recycle bin once in a while because it occupies space in your storage. With the duplicate finder, this is the first time I've heard of it. But with the photos, I don't think that duplicate finder will be beneficial since our photos folders are systematically stored using the date so duplicates are highly improbable. And if you are not satisfied with the reclaimed storage space after clearing the recycle bin then you can follow the advice of @Fuzyon to defrag your hard disk (or SSD).
