The overall bit rate of the file : 9 215 Kbps (from media info) format matroska(.mkv)

In acer aspire one 751h.. i was pleasantly surprised by this. The video looks pleasantly crisp with processor utilisation varying from mid 30 to 50%.

    This is what i did:
installed IEMGD 10_4 gold drivers and PowerDVD 11.0.2218.53.

    Run regedit and goto HKEY_LOCAL_MACHINE\Software\CyberLink\PowerDVD11
Right click on PowerDVD and select New DWORD Value
In the right pane, name the key as DX_ForceVideoRenderer and set the DWORD value to 0x00000002.

I wonder why it didn't work out for you.. I hope you you used the version no right..this didn't work with other powerdvd versions i tried..don't know why. this is the reference: download.intel.com/design/intarch/PAPERS/323832.pdf I couldn't find the version in that document.
If you dual boot.I use windows7 now. it runs much smoother. Install iegd drivers shared by danilo.francesco in this forum .. forget powerdvd or other paid software..
For HD video playback install K-Lite codec pack 8 and ffdshow v1.2.4422. In media player classic-options- external filters-add ffdshow DXVA video decoder, ffdshow audio decoder and set both to prefer.set output to EVR and you would be done. Do you need screenshots.. Happy to help
