This is probably a dumb question but I am really new to computers. My problem is the lower tool or task bar has jumped up one line, can someone help me get it back to normal

If all you've done is accidentally dragged the taskbar to twice its thickness at the bottom, you can position the mouse cursor over the top edge until the usual single arrow changes to little up/down arrows. Then left-click and drag it back to the original one-line. If it's the only problem you ever have, you're blessed.
