    This works on some machines

Open Control Panel, look for "Realtek HD Sound Effect Manager" open it. In the Equalizer, push all the thingees to the top. Save the setting (using the round knob on the right)

    Best of luck.

Silly question, and you may have already tried this, but does iTunes have it's own "software" volume control? Windows Media Player does, so make sure it's all the way up too.

If you're running on Vista / Win7, open iTunes and start a track playing, right click your volume control in the task tray near the clock and choose "Open Mixer", make sure all sliders are at full volume.
