installing vista without system disks

    I have an acer inspire 4520 laptop running windows vista home premium. I am getting the following error when I try to open any programs. "This file does not have a program associated with it for performing this action. Create an association in the set associations control panel". I do not know where this is located. I thought it would be easier if I reinstall windows vista. I have tried to use the acer erecovery program but it gives an error saying the elauncher is missing. My computer will only work if I run my install programs as administrator. My computer did not come with any disks. I already backed up my files.
