I'm refering to area at the bottom of the screen with the green start button at the left, the clock at the right and the names of the windows in the middle. Currently it only appears when I move the mouse pointer to the very bottom of the screen, then the task bar pops up, but then when I move the pointer, the task bar dissapears again. And yes, the "Lock the Taskbar" IS checked.

Lock taskbar just keeps you from making the taskbar even thicker or shrinking it manually. You need to check auto hide taskbar, which you get to by right clicking the taskbar, going to properties, and under the Taskbar tab there should be a checkbox for Auto Hide Taskbar.
