I need to make a reset disk to recover my computer password. Wasted 3 blank disc without any luck. There is no burning error during the process but no data is burnt to the disk. I am using Free ISO Burner.

I know that some iso files require a double layer dvd ( thats a 8.7 gb blank dvd ) they give the impression that only a standard single layer dvd is required.

It's a anti copying trick and usually relates to operating systems and games.

The other thing it may have copyright protection that's stopping you from copying it.
